Can you have "Richard" charge the offending individual?
Or possibly: print out flyers with huge block letters reading SPECIAL HELL captioned (where you're going if you don't mute your cellphone)
Granted, this won't stop incidents...but if you make folks laugh about it, or find some creative way to shame people into behaving nicely...well, at least you'll get the joy of creatively mocking someone.
