There's where it all falls down, of course. I don't think some beaucratic buffoon should have the right to say who breeds and who doesn't. (I'm still all over China for their one baby thing though. I know, I know. Contradiction City. I'm also a bleeding heart liberal who believes in capital punishment. Go figure.) I like reedfem's suggestion of proof of income. At least it's a start.
